go-criu v8.3.0 switches to protobuf-go-lite, which helps to remove
google.golang.org/protobuf dependency from here, reducing the runc
binary size from ~16M to ~14M.
The only missing piece is proto.String, proto.Bool, proto.Int32 etc.
helpers that return a pointer to a given variable. Those are replaced
by a generic mkPtr, which in turn is to be replaced by the new builtin
once Go < 1.26 is no longer supported.

The v6.0.0 release of go-criu has deprecated the `rpc` package in favour
of the `crit` package. This commit provides the changes required to use
this version in runc.

Require go 1.17 from now on, since go 1.16 is no longer supported.
Drop go1.16 compatibility.
NOTE we also have to install go 1.18 from Vagrantfile, because
Fedora 35 comes with Go 1.16.x which can't be used.

Switch from github.com/golang/protobuf (which appears to be obsoleted)
to google.golang.org/protobuf (which appears to be a replacement).
This needs a bump to go-criu v5.

This updates to the latest version of go-criu (4.0.2) which is based on
CRIU 3.14.
As go-criu provides an existing way to query the CRIU binary for its
version this also removes all the code from runc to handle CRIU version
checking and now relies on go-criu.
An important side effect of this change is that this raises the minimum
CRIU version to 3.0.0 as that is the first CRIU version that supports
CRIU version queries via RPC in contrast to parsing the output of
'criu --version'
CRIU 3.0 has been released in April of 2017.

This removes vndr, and swiches to native Go Modules instead. All modules
are kept on the old version.
Keeps the vendor/ dir, so everything is backwards compatible.

Now that CRIU has released Go bindings, this commit vendors those in.
At first it only replaces the copy of RPC interface but the goal is to
use CRIU functions from the Go bindings instead of replicating the
functionality in runc.
