Kir Kolyshkin a0f8847e2a Drop go 1.16
Require go 1.17 from now on, since go 1.16 is no longer supported.
Drop go1.16 compatibility.

NOTE we also have to install go 1.18 from Vagrantfile, because
Fedora 35 comes with Go 1.16.x which can't be used.

Note the changes to go.mod and vendor are due to
https://go.dev/doc/go1.17#tools

Alban Crequy c55530bedc vendoring: Use libseccomp with notify support
The notify support has been merged in libseccomp-golang in this PR:
	https://github.com/seccomp/libseccomp-golang/pull/59

Also, we update to new API of libseccomp-golang so code doesn't break.

Odin Ugedal 69e8fb2a74 Add support for GO Modules
This removes vndr, and swiches to native Go Modules instead. All modules
are kept on the old version.

Keeps the vendor/ dir, so everything is backwards compatible.

Matthew Heon 03a5a7476e Vendor updated libseccomp-golang for bugfix
Syscall argument handling was bugged in previous releases.
Per-argument match rules were handled with OR logic when they
should have used AND logic. The updated version of the bindings
resolves this issue.

As a side effect, the minimum supported version of Libseccomp has
been raised from v2.1.0 to v2.2.0.

Alexander Morozov 993cbf9db0 move from Godeps to vndr
This uses the standard go vendor location instead of old Godeps
location.

Also remove usage of symlink GOPATH. Since our README mentions that you
should build it inside GOPATH, i think its a reasonable to assume that
you dont need to create a tmp GOPATH.
