libcontainer: honor seccomp defaultErrnoRet
https://github.com/opencontainers/runtime-spec/pull/1087 added support
for defaultErrnoRet to the OCI runtime specs.
If a defaultErrnoRet is specified, disable patching the generated
libseccomp cBPF.
