Kir Kolyshkin 055041e874 libct: use strings.CutPrefix where possible ...

Using strings.CutPrefix (available since Go 1.20) instead of
strings.HasPrefix and/or strings.TrimPrefix makes the code
a tad more straightforward.

No functional change.
