Kir Kolyshkin e76ac1c054 libct/cg/fscommon.GetCgroupParamString: use ReadFile ...

1. Use own ReadFile wrapper instead of ioutils.ReadFile.
   This makes it use the security measures of ReadFile.

2. Improve doc.
