Kir Kolyshkin eb29c8ddeb tests/int: simplify using check_cpu_quota ...

Instead of providing systemd CPU quota value (CPUQuotaPerSec),
calculate it based on how opencontainers/cgroups/systemd handles
it (see addCPUQuota).
